Eco-system of social economy in Bulgaria – new policies in a dynamic environment

Social economy is gaining high importance for the social and economic development in Bulgaria as it focuses on the application of business models in the social sector and puts emphasis on the achievement of better social impact. Furthermore, social economy is conceived as a key element of the European social model and is viewed as an effective tool for job creation of disadvantaged groups and an instrument for social cohesion. The aim of the article is to make a detailed review of the status and trends of the eco-system for social economy in Bulgaria while analyzing the crucial institutional factors and public policies such as legal framework, financing, access to markets, supporting environment, education and others with a direct impact on the development of the sector. As part of the article, the author is analyzing various fields for application of social economy as well as the recognized models of social enterprises. The article is defining the opportunities for social economy development within the context of new policies, social challenges and growing needs for social inclusion. Despite the existence of a variety of policies and public measures to support the social economy in Bulgaria, there are a number of barriers and obstacles to the future development of the sector.
