 Rationality spells out an assessment of actions with regard to the proportion of goals and means in their realization. An agent acts in a rational way, when he/she achieves their goals with a minimum means. Rationality in the selection of objectives is based on value and cultural foundations. Economic analyses of risk and the political decision theory are focused on the rationality of individual choices. They lead to the Social Choice Paradox, which reveals that a maximization of the sum of individual choice functions does not automatically lead to the realization of socially useful functions. Rationality, in the context of individuals, and rationality in a collective sense, is often inconsistent. The process of solving problems of carrying out joint actions for the sake of social objectives requires an attainment of consensus among a variety of interests. Rationality of collective choice could be defined by means of finding a path to success in collective redistributive games which are,themselves, the best models of economic or political activity. How could one justify the rationality of collective choice in the context of mankind? It is a choice between a unipolar and a multipolar world, between the upbuilding of the world on the basis of deeper social inequalities and the development of a knowledge society; in which knowledge works for the benefit of everyone. This choice could not be presented by the proxy model of choice, because global elites most often uphold corporate interests. A choice on universal moral community, the interests of which are represented by civil society organizations. KEY WORDS: rational choice, collective choice
