Two competing projects of development of knowledge-based society are analyzed in this paper: corporate knowledge society and social knowledge society. The EU is at a crossroads in considering which one of them it could choose. The first of them could be called ‘corporate project’– it assumes wealth distribution of knowledge economy in favor of big corporations and rich countries. The vast majority of people in Europe and the poorer countries in the EU remain in its periphery. The project alternative to it can be called” social knowledge society” – based on human solidarity and fair distribution of wealth of knowledge economy. It implies equal access to the benefits of education and scientific and technological achievements.
